Solar Landscape in Iowa

Iowa's electricity market is served by two major investor-owned utilities that are required to offer net metering under state law. MidAmerican Energy, a Berkshire Hathaway subsidiary, is the state's largest electric utility and uses an inflow-outflow billing method for solar customers, providing real-time credits for every kWh sent to the grid. Interstate Power and Light (Alliant Energy) currently operates under a Net Metering Pilot for its Iowa customers.

Both utilities face potential changes post-2027. Iowa Code § 476.49(4) requires the Iowa Utilities Commission to develop a value of solar methodology once statewide distributed generation penetration reaches 5%, or if petitioned by a utility after July 1, 2027. MidAmerican is expected to transition from inflow-outflow to net billing around 2027.

Permitting

Iowa does not have statewide solar permitting standards, and permitting jurisdiction is primarily at the city and county level. Each municipality sets its own process, fees, and timelines for residential solar installations.

There is no confirmed SolarAPP+ participation among Iowa jurisdictions as of March 2026. Iowa City, which has been particularly active in promoting solar, reviews permits within three business days. Other jurisdictions may take 1-3 weeks depending on local staffing and processes.
