Solar Landscape in North Dakota

North Dakota's electricity market is served by several investor-owned utilities and rural electric cooperatives. The three IOUs required to offer net metering are Montana-Dakota Utilities (MDU), Northern States Power (Xcel Energy), and Otter Tail Power Company. MDU serves the western part of the state, Xcel Energy serves the Fargo area, and Otter Tail Power serves the eastern part of the state.

None of these utilities appear in the project's precomputed_solar canonical utility list. Solar adoption in North Dakota remains relatively low due to the state's northern latitude, harsh winters, and relatively low electricity rates. Net metering at avoided cost provides limited economic incentive compared to states with full retail credit.

Permitting

North Dakota does not have statewide solar permitting standards. Permitting is handled at the local city and county level, with requirements varying across jurisdictions. Given the state's limited residential solar adoption, many rural jurisdictions may not have established processes for solar permits.

No North Dakota jurisdictions have been confirmed as SolarAPP+ participants as of March 2026. The state's low solar adoption rate means permitting infrastructure is less developed compared to high-solar states.

Typical residential solar permitting in North Dakota takes 5-20 business days depending on the jurisdiction, though rural areas may have less formalized processes. Overall installation timelines from contract to permission to operate are generally 4-8 weeks.
