Solar Landscape in Wyoming

Wyoming's electricity market is served primarily by Rocky Mountain Power (a division of PacifiCorp), the state's largest investor-owned utility. Rocky Mountain Power serves most of the state's residential customers, particularly in southern and eastern Wyoming. Several smaller utilities and rural electric cooperatives serve portions of the state.

Wyoming has abundant wind resources and is a net energy exporter, but its solar market is still relatively small. Electricity rates are moderate, which can extend solar payback periods. Rocky Mountain Power offers net metering under Schedule 135 with full retail rate credits.

Permitting

Solar permitting in Wyoming is handled at the local level, with requirements varying by city and county. Wyoming does not have statewide streamlined permitting standards, and SolarAPP+ adoption is very limited due to the state's relatively small solar market.

Typical residential solar permitting timelines in Wyoming range from 1 to 3 weeks. Larger cities like Cheyenne and Casper have more established permitting processes. Rural counties may have minimal or no dedicated solar permitting procedures.

Wyoming does not have a statewide solar access law protecting homeowners from HOA restrictions on solar installations. However, property owners can negotiate solar easements with neighbors to protect access to sunlight.
